The National Planning Council (NPC), in collaboration with the Ministry of Communications and Information Technology, has announced the launch of a new national initiative designed to establish an advanced ecosystem for data analysis and AI-driven planning and decision-making at the government level. Developed in partnership with Scale AI, the initiative was unveiled during the World Summit AI Qatar 2025.
The initiative seeks to empower NPC and government agencies with cutting-edge digital solutions capable of delivering accurate analytics of development trends and examining economic and social indicators. It also aims to develop analytical and predictive models that strengthen AI-powered decision support. These efforts align with the national drive to adopt AI technologies to boost the efficiency of government operations and reinforce the capacity for medium- and long-term planning based on up-to-date, comprehensive, and reliable data.
The initiative is further intended to develop robust monitoring and evaluation mechanisms, track demographic and economic shifts, and provide intelligent tools for testing multiple scenarios prior to their adoption in national policies. It will also enable the integration of diverse data sources within a unified, comprehensive framework, enhancing the quality of planning outputs and improving the accuracy of future projections.
Ms. Alanoud Hassan Al-Mansouri, Director of the Statistical Systems Department at the National Statistics Center in the National Planning Council, stated: “This initiative marks a major step forward in building an integrated national data ecosystem. Through it, we aim to develop smarter, more accurate analytical tools that enable government entities to base national plans and policies on accurate, reliable data. The initiative will further elevate the quality of national planning, bolster the State's capacity to adapt to future changes, and advance sustainable development in line with the priorities of the Third National Development Strategy 2024–2030."
For his part, Mr. Anas Birkdar, Director of Engagements and Accounts at Scale AI, stated: “We are proud to support this initiative, which advances Qatar's efforts to establish a planning ecosystem driven by artificial intelligence, enabling government agencies to make decisions grounded in accurate data and sophisticated analytics."
This initiative is part of a wider series of national projects focused on establishing an advanced data infrastructure and adopting global best practices in planning and data management. Collectively, these efforts strengthen Qatar's position as a leader in leveraging artificial intelligence to improve government efficiency and achieve sustainable development.
Moreover, this initiative aligns with the National Planning Council's broader efforts to drive forward strategic capabilities in artificial intelligence—by deepening technical expertise, expanding knowledge, and equipping national talent with the skills needed to employ smart solutions across various sectors.
