Permanent Population Committee’s Statement on World Population Day 2014
On 11 July each year, the world celebrates World Population Day instated by the United Nations General Assembly in 1989 with the aim to focus attention on population issues in the context of comprehensive development plans and programs, and to find solutions for such issues. The theme for World Population Day 2014 is “Investing in Young People” since young people are those who lay the foundations for a sustainable future for generations to come. In his message on the occasion of World Population Day 2014, UN Secretary-General Ban Ki-moon stated: “I call on all with influence to prioritize youth in development plans, strengthen partnerships with youth-led organizations, and involve young people in all decisions that affect them. By empowering today’s youth, we will lay the groundwork for a more sustainable future for generations to come.”On this occasion, the Permanent Population Committee (PPC) asserts that the population policy of the State of Qatar is calling for "building the capacity of young people in the economic and cultural fields and nurturing young generations to participate in public life." The state took a number of actions to support young people and qualify  them for entry into the labour market in various fields. Thus, it established institutions for training and rehabilitation for various jobs required by the development plans, whereas civil society organization launched a number of initiatives to recruit Qatari youth of both sexes in various fields. A clear indication of the success of such actions and initiatives is that a field study conducted by PPC on " Qataris trends to work in the private sector" revealed  that out of 4533 job applications submitted to the Ministry of Labour in 2011, about 84% of them was hired, about half of them were females, and the overwhelming majority of them (87%) were young people aged less than 35 years. In addition to the foregoing, the concerned authorities in the State of Qatar took several actions to support young people and motivate them to create small and medium enterprises, as one of the most important mechanisms to promote their participation in the development. A great number of Qatari youth benefited from the various initiatives in this regard since 2010 until now. Moreover, measures were taken to promote a culture of volunteerism among young people, as many  young men and women engaged in voluntary activities. One of the main areas of investment in young people is education, where the state of Qatar has made great strides in recent years towards building a modern and state-of-the-art educational system. Qatar trends in the field of policy-making became clear through the establishment of the Supreme Education Council in 2002. Furthermore, the state launched national initiatives for the development of education, such as the "Education for a New Era" initiative that focused on K-12 education, and the development and diversification of the higher education system at the University of Qatar, and expanding the activities of the Qatar Foundation, and the establishment of the Education City. These and other efforts led to the improvement of education indicators in the State of Qatar, which contributed to bridging the gap between the genders, as female/male enrollment ratio in different educational levels became nearly equal. In addition, females in university education outnumbered males. On this occasion, PPC confirms that it will continue to follow up young people status and their participation in all areas of life in the Qatari society, consistent with the orientations of the Qatar National Vision 2030 and National Development Strategy 2011-2016, and the population policy of the State of Qatar.
