Under the Patronage and in the Presence of H.E. the Prime Minister and Minister of Foreign Affairs and President of the National Planning Council, the ‘National Development Forum: Social Development Pillar’ Convenes

Under the patronage of His Excellency Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani, Prime Minister and Minister of Foreign Affairs and President of the National Planning Council, the 'National Development Forum: Social Development Pillar' concluded on Sunday, 16 November 2025. The event was hosted at the Doha Exhibition and Convention Center, with the aim of strengthening structured and continued community dialogue.

Ministers and senior officials participated in the Forum, alongside private sector leaders and representatives from civil society, to discuss the foundations of Qatar's national progress and reaffirm Qatar's commitment to building a cohesive, empowered, and prosperous society under the Third National Development Strategy (2024–2030).

In a speech delivered by His Excellency Dr. Abdulaziz bin Nasser bin Mubarak Al Khalifa, Secretary General of the National Planning Council, he stated: “Nearly two decades ago, the foundation of Qatar National Vision 2030 was laid.  The Vision aims to transform Qatar into an advanced nation capable of achieving sustainable development, ensuring the wellbeing of its citizens, and enhancing their quality of life. Qatar National Vision 2030 places family at the cornerstone of society and as the starting point of development across all fronts. It is evident how deeply the His Highness Sheikh Tamim bin Hamad Al Thani, the Emir of the State of Qatar, prioritises family as the most essential building block of society and the foundation of its development."

The Forum included a panel discussion that featured Her Excellency Buthaina bint Ali Al Jabr Al Nuaimi, Minister of Social Development and Family; His Excellency Sheikh Abdulrahman bin Hamad bin Jassim bin Hamad Al Thani, Minister of Culture; His Excellency Mansoor bin Ebrahim bin Saad Al Mahmoud, Minister of Public Health; and His Excellency Saad bin Ali Al Kharji, Chairman of Qatar Tourism and Chairman of the Board of Visit Qatar.

The panel addressed key aspects of the Social Development pillar, from promoting family cohesion and safeguarding cultural identity to advancing inclusion, enhancing quality of life, and fostering cultural and social tourism as drivers of progress.

During the Forum, Their Excellencies emphasised that Qatar's progress under the Third National Development Strategy is defined not only by economic growth but also by the strength of its social fabric. The dialogues highlighted the importance of expanding family-support and inclusion programmes, strengthening health and wellbeing outcomes, and fostering cultural participation as integral components of a balanced society.

The Forum further underscored how coordination among all ministries and institutions under the Third National Development Strategy ensures that every sector–education, health, culture, tourism, and social welfare–contributes collectively to strengthening social cohesion and consolidating the foundations of sustainable prosperity in Qatar.

'The National Development Forum: Social Development Pillar' is part of a wider series of national development forums organised by the National Planning Council to strengthen the partnerships between the public, private, and non-profit sectors and foster open national dialogue on the priorities of the Third National Development Strategy (2024-2030). These forums aim to align stakeholders across the Human, Economic, Social, and Environmental Development Pillars of Qatar National Vision 2030, ensuring that every sector contributes to a future where sustainable growth and quality of life go hand in hand.
