Public Policy Guide

The Public Policy Guide, developed by the National Planning Council’s Center for Future Foresight and National Visions (CFFNV), aims to establish best practices in public policymaking through the policy cycle, which comprises six main stages: policy situation analysis; development and evaluation of policy instruments; alignment and adoption of policy instruments; implementation of policy instruments; monitoring and evaluation; and refinement and updating of policy instruments.

Behavioral Science and Nudge

Behavioral Insights Guide

The Behavioral Insights Guide, developed by the Behavioral Science and Nudge Lab within the Center for Future Foresight and National Visions at the National Planning Council, serves as a practical reference for applying behavioral science principles to the development of public policies, government services, and initiatives. The guide presents a range of specialized methodologies and tools for understanding the factors that influence the behavior of individuals and decision-makers, thereby supporting the design of more effective behavioral interventions grounded in evidence and data. It also provides a comprehensive methodological framework that helps organizations diagnose behavioral challenges, develop appropriate solutions, test their effectiveness, and measure their outcomes. In doing so, it enhances the effectiveness of public policies and supports the achievement of national development objectives and the Qatar National Vision 2030.

The Strategic Foresight Department equips the National Planning Council with future-focused insights, advanced analytical tools, and strategic foresight methodologies that enable it to understand rapidly evolving global developments, anticipate their potential implications, and support more effective and future-ready decision-making to address emerging risks and opportunities while strengthening national resilience and sustainable development in the State of Qatar.

Its work contributes directly to strengthening national resilience, reducing vulnerabilities, and supporting long-term strategic decision-making.

National Visions Department

The National Visions Department leads the development and continuous evolution of Qatar’s long-term national vision, ensuring its alignment with national priorities, responsiveness to rapidly evolving global trends and developments, and continued ability to guide the country’s future development pathways.

Scope of Technical Mandate

The Department focuses its technical mandate on strengthening the strategic alignment between Qatar’s long-term national vision and national development priorities, monitoring progress toward major national objectives, and coordinating policies and initiatives across sectors. Through this role, it helps ensure the coherence of implementation plans and their alignment with the State’s strategic direction.

Visionary Research & Analysis

Developing, shaping, and periodically reviewing the national vision to ensure its continued alignment with global and national developments.

Strategic Alignment

Aligning sectoral strategies and national initiatives with the national vision while ensuring the integration of shared objectives.

Sectoral Coordination

Coordinating efforts and fostering effective communication channels among public and private sector entities to advance the achievement of shared objectives.

Strategic Performance Assessment

Monitoring strategic performance indicators and providing periodic reports on progress toward achieving the national vision.

Policy Lab

The Policy Lab analyzes and evaluates the effectiveness of public policies using data and performance indicators to measure their impact and improve outcomes. It also provides evidence-based recommendations to support informed decision-making.

Scope of Technical Mandate

The Lab’s technical mandate includes designing and testing public policies through experimental innovation tools and interactive policy labs, enabling decision-makers to pilot and evaluate solutions before their wider implementation.

The Lab’s technical mandate focuses on applying behavioral science and nudge interventions to design better public choices that support the voluntary and effective achievement of public policy objectives.

Behavioral Interventions

Designing and implementing targeted behavioral interventions that encourage individuals to make better decisions in areas such as health, education, and the environment.

Field Research

Conducting field and experimental studies to understand the behavioral drivers and barriers that influence how individuals respond to a wide range of societal issues.

Choice Architecture

Behavioral Capacity Building

It designs and tests evidence-based behavioral interventions, evaluates their impact, and provides policymakers with practical research and insights that enhance the effectiveness of public policies and development programs and support the achievement of national priorities.

About Us - CFFNV

The Center for Future Foresight and National Visions (CFFNV) is part of the National Planning Council (NPC) and serves as an institutional driver of long-term future readiness, translating macro-level trends and transformations into proactive frameworks that support public policymaking. The Center channels its expertise and technical capabilities directly into the NPC’s core workstreams, strengthening national resilience, helping identify potential vulnerabilities, and supporting the sustainable development of the State of Qatar.

By systematically integrating applied research, behavioral insights, and implementation at the national level, the Center helps shift planning from a reactive approach to one centered on readiness and proactive action. This role is delivered through four specialized and integrated departments that work in close coordination to advance national objectives and shape a more sustainable and resilient future for the State of Qatar.
