First Population Policy

First Population Policy 2009-2014

The fundamental goal of Qatar's Population Policy is to "balance population growth with the requirements of sustainable development so as to ensure a decent life for the people of Qatar, enhance their capabilities, expand their choices and raise their level of participation in the advancement of Qatari society."

To this end, the first Population Policy Document adopted a number of axes, each of which has a main goal or goals that represent the Population Policy target to be achieved by the end of the Population Policy implementation period (2030), and sub-goals that contribute to achieving the main goal of each axis. The goals and targets are categorized according to the following axes:

  • 01

    Population and Labor Force

  • 02

    Urban Growth, Housing and Environment

  • 03

Education and Training of Young People

  • 04

    Public Health and Reproductive Health

  • 05

    Women and Childhood

  • 06

The Elderly and Persons with Disabilities

Phase One (October 2014–October 2015): This phase involved the preparation of four questionnaires, as follows:

  • (A) Goals, Objectives, and Measures of the Population Policy from the Perspective of Working Groups: This questionnaire was addressed to the working groups responsible for monitoring the implementation of the Population Policy Action Programme, with the aim of gathering their views on the programme’s goals, objectives, and measures.
  • (B) First Five-Year Monitoring Exercise: Five years after the launch of the Population Policy Action Programme, a monitoring exercise was conducted to assess progress toward the goals, objectives, and measures adopted under the programme for the period 2009–2014. To this end, the Technical Office re-administered the same questionnaire used in 2009 as a methodological tool for evaluating implementation of the programme. The questionnaire was addressed to the entities responsible for implementing the programme.
  • (C) National Questionnaire: This questionnaire was addressed to ministries and other entities involved in implementing the Population Policy Action Programme, as well as those who participated in its preparation. Its purpose was to review the programme’s goals, objectives, and measures approved by the Council of Ministers in 2009. This review reflects the understanding that population policy is a continuous process of setting and achieving objectives, then progressing toward more ambitious ones, while incorporating the corrections, adjustments, and refinements identified through implementation.
  • (D) Survey on Public Awareness in the State of Qatar of the Population Policy and the Permanent Population Committee: This questionnaire was distributed by email to a sample of residents in the State of Qatar to assess their awareness of the demographic challenges facing Qatari society, the State’s population policy, and the Permanent Population Committee responsible for overseeing and following up on its implementation.

Phase Two (October 2015 - October 2016):

  • Following the administration of the four questionnaires during the first phase of the population policy evaluation, the Technical Office of the Permanent Population Committee moved to the second phase, which involved the use of focus groups. These were pr

Key Findings of Evaluation

  • Core population issues, particularly those relating to population structure and growth rates, remain a strategic priority in the formulation of Qatar’s new population policy.
  • The indicators of the 2030 Sustainable Development Goals should be integrated into the objectives of the new population policy.
  • Quantitative and qualitative monitoring indicators should be incorporated into the Population Policy Action Programme.
  • The pathways for achieving the population policy’s goals and objectives should be linked to a timeframe that reflects the nature of each pillar and the pace of related institutional and societal transformations.
