Introducing the Permanent Population Committee

The Permanent Population Committee is a national body mandated to align population requirements with sustainable development, guided by the principles of Islamic Sharia, the values of Qatari society, the Constitution, the State’s political orientations, and Qatar National Vision 2030. Its work is also aligned with the Millennium Development Goals in the State of Qatar, the GCC Population Strategy, and other relevant regional and international frameworks.

The Committee is responsible for developing the institutional framework necessary to coordinate activities related to the formulation, implementation, monitoring, evaluation, and updating of national population policies and programs. It also updates the material, media, and information-related measures required to integrate population issues, public health, reproductive health, gender, and the requirements of balanced social and economic development with the needs and growing aspirations of the population, in accordance with cultural standards and human rights principles.

Establishment of the Permanent Population Committee

In implementation of the General Framework of the Population Strategy for the Gulf Cooperation Council (GCC) States adopted in 1998, which called upon each GCC member state to establish a Higher Population Committee responsible for formulating national population policies, and in line with the United Nations Population Fund (UNFPA) recommendations to establish a national body concerned with population and development issues, the Permanent Population Committee of the State of Qatar was established pursuant to Cabinet Decision No. (24) of 2004.

The Committee was subsequently reorganized pursuant to Cabinet Decision No. (11) of 2009. This decision was later amended on several occasions, with the most recent amendment introduced by Cabinet Decision No. (12) of 2025, which amended certain provisions of Cabinet Decision No. (11).
