Responsibilities & Functions

1. Participate in developing and updating Qatar National Vision and national strategies and plans for government and institutional development, modernization, and reform.
2. Review strategic plans prepared by the competent entity for government and institutional development and modernization—including risk and threat management plans for each entity's strategy—and verify alignment with the National Development Strategy.
3. Provide technical support to the competent entity in preparing strategies and derivative plans for government and institutional development and modernization, defining stakeholder roles and responsibilities according to approved governance frameworks.
4. Study and review strategic and implementation plans prepared by the competent entity within its mandates related to government and institutional development and modernization, as well as proposed initiatives, and complete approval procedures.
5. Provide opinions on proposed budgets for plans related to government and institutional development and modernization to ensure alignment with targeted strategic priorities, and submit recommendations in coordination with relevant administrative units and competent authorities.
6. Coordinate with the competent administrative unit on drafting policies related to government and institutional development and modernization and review and update them periodically in line with national directions and Qatar National Vision.
7. Coordinate with the competent administrative unit and relevant entities to prepare indicators for government and institutional development and modernization, SDG indicators, and other related indicators.
8. Coordinate with administrative units and relevant entities to prepare data and indicators related to government and institutional development and modernization and ready them for publication.
9. Study the results of implementing strategies related to government and institutional development and modernization and take necessary actions in coordination with competent entities.
10. Review proposals for replanning government and institutional development and modernization plans based on analytical studies on implementation follow-up and delays in achieving intended results, and provide appropriate recommendations in coordination with relevant units and entities.
